Chia seeds absorb about 10-12 times their weight in liquid. In 15-20 minutes each seed is wrapped in a soft gel; after a few hours the liquid sets like a pudding. That gel is also what keeps you full, because 1 tablespoon (12 g) carries about 4 g of fibre (USDA).
